I recieved an 88 ovr rondo from a flashback set, his ovr number is green but it says he is level one. Has this happened to anyone else/does this mean I can upgrade him higher than normal?

I was really close to 88 ovr harden and the swag set is still there but the live event is gone. Is it coming back?
